2026 Road Program-Sealed Bids

NOTICE TO BIDDERS-SEALED BIDS FOR 2026 ROAD PROGRAM

 

SEALED PROPOSALS will be accepted by the West Brunswick, Wayne Township, and South Manheim Township Board of Supervisors until 12:00 PM Noon on May 6, 2026, for the following contract: The 2026 Multi-Municipal Ultra-Thin Friction Course contract involving West Brunswick, Wayne, and South Manheim Townships.

 

SEALED PROPOSALS will be accepted for the following: 2026 Multi-Municipal Ultra-Thin Friction Course.

West Brunswick Township: Approximately 18,198 S.Y. of Ultra-Thin Friction Course

Wayne Township:  Approximately 33,632 S.Y. of Ultra-Thin Friction Course

South Manheim Township:  Approximately 10,122 S.Y. of Ultra-Thin Friction Course

 

All materials must meet PennDOT Publication 408 Specifications and Standards. Bidders for the 2026 Multi-Municipal Ultra-Thin Friction Course proposal must be PennDOT prequalified and must supply proof of prequalification.

 

A MANDATORY pre-bid meeting will be held at 10 a.m. on Monday, April 27, 2026, at the South Manheim Township Municipal Building, located at 3089 Fair Road, Auburn, PA 17922. All bidders MUST attend.

 

Proposals must be on forms provided by the Township. Proposal forms, specifications, and bid-information for the 2026 Multi-Municipal Ultra-Thin Friction Course Contract can be obtained by contacting Kelly Handling from South Manheim Township at 570-754-7375 or by email at [email protected].

 

Completed sealed bids for the 2026 Multi-Municipal Ultra-Thin Friction Course contract can be mailed to John Bogish at 95 Municipal Road, Orwigsburg, PA 17961. If bids are to be hand delivered, bidders need to call John Bogish from West Brunswick Township at 570-366-0321 prior to delivery to make arrangements.

 

Each bid must be accompanied by a certified check or bid bond in the amount of ten (10%) percent of the total bids for West Brunswick, Wayne Township, and South Manheim Townships. For the 2026 Multi-Municipal Ultra-Thin Friction Course contract this check or bid bond will be made payable to South Manheim Township.

 

Each Municipality will award their respective portion of the Contract. The successful bidder for the 2026 Multi-Municipal Ultra-Thin Friction course contract will be required to provide a Performance Bond and Payment Bond in the amount of 100% of the individual Municipality’s awarded contract amount within 20 days of the award of the contract. These bonds will be made out to each individual Municipality for their awarded portion of the Contract.

 

All bids will be opened publicly and read at the regular scheduled meeting of the West Brunswick Township Board of Supervisors on May 6, 2026, 5:00 p.m. or as soon thereafter as the agenda allows. Bids will then be provided to the remaining Municipalities for review and award at their respective meetings(s). Each individual municipality will issue their own notice of award. West Brunswick, Wayne, and South Manheim Townships Board of Supervisors reserves the right to accept or reject any and/or all proposals or portions thereof, and to delete projects and or portions of the project depending on budgetary constraints and also to waive any technicalities deemed to be in the best interest of the Township.
